white marks not ick

my champs are scratching alot (no signs of ick) and the have white one their head not film looking . what is this and how to treat (using lots of salt not helping though) heres 2 pics thanks John

I can't tell in the pics. They are too blurry. It looks kinda like a fungus. I would start with some mela and pimafix in combo for a few days an see if there is any improvement.
