Are they breathing heavy, too, and/or do you see any little white spots on their bodies or fins? To me, sounds like ick, and I like Quick Cure for that, plus an increase in temperature.
Do the full recommended cycle of treatment on the bottle even if they look lots better in a day or two. Sometimes you have to do partial water change and then do another treatment cycle. Take out any carbon you may have in your filter.

Make sure your waterchange water is within a few degrees of tank water. And do a ph check on tap and tank water and buffer if neccesary the next time water gets changed. Good Luck

I wouldn't medicate quite yet- see if you can determine what's making the fish itchy. My fish will sometimes flash during and after a water change if there's too much dissolved CO2 in the water.
If you see ich or other external parasites, then of course treat for it. Otherwise, check your water parameters to see if all's where you expect it.

Is the water going out the same as the water going in, with regard to KH, GH, Ph and temp. I agree that you should medicate the tank yet.
