Any body own these if so what brand and how would you rate them. the reason I'm looking into them is I would like to be able to clean my bare bottom Fry tanks in between water changes.

Hopefully you've already got an answer to your question. I have the Eheim battery powered siphon and can say it has worked great. I bought it for OTS (Old tank Syndrome) and it worked better than expected. Well worth the $55 I spent. It also allows spot cleaning as necessary.

Do you ever use the Eheim battery powered siphon on sand substrate? If so does it suck up the sand or just the debris on top.

I have not tried it on sand, but I will, and post results later today.

I tried to use sand that's used on roadways in winter and it clumped right up like mud. Nothing at all like beach sand or maybe(?) aquarium sand (not familiar). I'd rather say I had no results, rather than give you good/bad results that aren't true. Check out Drs Foster&Smith testimonials on this siphon. Someone used it on sand with good results. Hope this helps.
